Palau has issued commemorative silver dollars under U.S. dollar parity since 1992, leveraging a Compact of Free Association with the United States that allows the island nation to use the USD while independently issuing collector coinage. The Ötscher — a limestone massif in Lower Austria reaching just over 1,893 meters — is an odd subject for a Pacific island mint, but Palau's commemorative program has long sold primarily into the European collector market, and Austrian alpine subjects move reliably through that channel.
