| Obverse description | A bold-relief American bald eagle is depicted in dramatic downward flight, wings fully spread and talons extended, swooping low over the carved presidential effigies of Mount Rushmore visible in the lower field. The eagle's head is turned sharply to the left, conveying power and dynamism. The legend LIBERTY and the date 1991 appear in the right field, with a arc of five-pointed stars along the right border. The motto IN GOD WE TRUST is inscribed along the left wing of the eagle in smaller lettering. The design, engraved by John M. Mercanti, masterfully integrates the natural and monumental imagery in a single unified composition. |
