The Chatham Islands Note Corporation is a private entity, not a government central bank — these notes were issued for the collector market rather than general circulation, exploiting the Chatham Islands' status as a New Zealand territory with its own distinct identity. The "Millennium First Note" designation refers to the Chathams lying east of the International Date Line, making them among the first inhabited places to enter each new day. That geographical quirk drove the marketing conceit behind this entire issue.
Printed by Chan Wanich in Bangkok, a firm better known for lottery tickets and fiscal stamps than sovereign currency. The hologram strip was included specifically to signal legitimacy to collectors unfamiliar with the issuer.
