Liberia's late-1990s commemorative program was essentially a commercial licensing operation run through foreign minting agents — primarily in China and Germany — with the Liberian government receiving royalties on designs it had little hand in creating. This coin was issued while the country was between civil wars, the first having ended in 1996 and the second beginning in 1999, meaning the national treasury had no meaningful infrastructure to oversee what was being struck in its name.
