Liberia's commemorative coinage of the late 1990s and early 2000s was produced almost entirely by foreign private mints — primarily in Germany and the Czech Republic — under licensing arrangements with the Liberian government, which was then under the rule of Charles Taylor and in the early stages of a catastrophic civil war. Revenue from these issues went to the state, though accountability for where it ended up was minimal. The coins never circulated in Liberia.
The "bigger issue" designation in the KM listing distinguishes this from a smaller-diameter variant struck the same year, a detail that has caused persistent confusion among collectors cataloging the type.
