Obverse description The national coat of arms of the Republic of Liberia is centrally depicted, featuring a shield bearing a sailing ship at sea, a palm tree, and a rising sun, flanked by two doves and supported by a scroll bearing the national motto. The date 1999 is divided on either side of the arms within the field. The legend REPUBLIC OF LIBERIA arcs along the upper periphery, with the motto THE LOVE OF LIBERTY BROUGHT US HERE inscribed on the ribbon scroll across the arms. The denomination 5 DOLLARS appears in large letters along the lower exergue, with a secondary inscription REPUBLIC OF LIBERIA visible on the scroll at the base of the arms.

Liberia's late-1990s commemorative program was essentially a licensing operation — the government authorized dozens of collector coins with no connection to Liberian history, economy, or culture, selling the sovereign issuing privilege to foreign distributors targeting the European and American novelty market. This piece, honoring Otto Wagner's Vienna Stadtbahn pavilions completed in 1899, was timed to the centenary of that project.

Wagner's Karlsplatz stations were nearly demolished in the 1960s before a preservation campaign saved them.
