Liberia's early-2000s commemorative program was, bluntly, a licensing operation — the government sold minting rights to European producers who then issued coins with Liberian face values targeting the collector market rather than circulation. This particular niobium piece with selective gilding falls squarely in that category, produced almost certainly by an Austrian or central European mint for direct sale to thematic collectors.
Niobium as a coinage metal was pioneered by the Austrian Mint beginning in 2003 with their bimetallic issues; its adoption by third-party commemorative programs followed almost immediately.
