Liberia's late-1990s commemorative program was one of the most prolific — and commercially cynical — in modern numismatic history. Produced almost entirely for the collector market by European distributors with minimal connection to Liberia itself, these issues were authorized during a period when the country was barely functioning as a state, having just emerged from the first of two devastating civil wars that killed roughly 10% of the population.
The Hofburg piece is collector-market fodder from a mint relationship, not a circulating issue.
