Liberia's late-1990s and early-2000s commemorative program was one of the most prolific — and most criticized — in modern numismatics. Coins like this one were never intended for domestic circulation; they were produced by private minting contractors and marketed directly to foreign collectors, with Liberia's issuing authority essentially licensing its name. The German Mark connection is purely sentimental, timed to the currency's retirement ahead of euro adoption in 2002.
