Liberia built a cottage industry in the late 1990s and early 2000s issuing collector-targeted copper-nickel pieces bearing foreign heads of state — a practice that generated hard currency for a country then barely recovering from the First Liberian Civil War. These pieces saw no meaningful domestic circulation.
