Palau began issuing colorized and novelty silver dollars in the late 1990s under licensing arrangements that effectively outsourced design and distribution to European numismatic marketing firms, primarily in Germany and Austria. The fish series with applied glitter elements was part of that wave — coins struck to legal-tender specifications but aimed squarely at the collector gift market rather than any domestic monetary function. Palau had no meaningful mint infrastructure of its own; these were produced on contract, most likely at the Berne or Austrian Mint facilities.
