Tokelau has no indigenous coinage tradition — the territory uses the New Zealand dollar for actual commerce, and its numismatic program exists entirely as a revenue-generating exercise administered on its behalf. The 2016 Lunar series entry is part of a broader collector market targeting Chinese New Year demand, a niche that exploded after the Perth Mint demonstrated its commercial viability in the 1990s and drew dozens of smaller issuing authorities into annual competition.
KM#89 is one of several Tokelau lunar issues struck by a contracted private mint rather than any facility on the atoll itself — Tokelau has no mint, no mint-capable infrastructure, and a total land area of roughly 12 square kilometres.
