Tokelau has no mint of its own — these coins are struck under contract, almost certainly by the New Zealand Mint, which has handled the bulk of Tokelau's collector-series output since the territory began issuing numismatic pieces in the 1970s. The 2014 Horse issue is part of a recurring lunar series timed to the Chinese calendar, a program driven entirely by the Pacific collector and bullion market rather than any domestic monetary need. Tokelau's actual population hovers around 1,500 across three atolls, none of which uses these coins in daily commerce.
