Tokelau has no mint of its own and no meaningful domestic coin economy — these pieces are struck under contract, almost certainly by the New Zealand Mint, as part of a deliberate revenue program for a territory with a GDP measured in the low millions. The 2014 Lunar Horse issue in fractional gold targets the collector market directly, with KM#71b distinguishing the .9999 fine variant from companion issues in the same series.
