Tokelau's coinage program is administered entirely through New Zealand, which retains authority over the territory's external affairs — the islands themselves have no mint, no banking infrastructure, and a population under 1,500 spread across three atolls. These silver issues exist purely for the collector market, struck at foreign facilities and never circulated on the islands in any meaningful sense. The Lunar series pieces were timed to compete directly with the Australian and Chinese Lunar programs that dominate that segment of the bullion market.
