Tokelau's commemorative silver program is administered through New Zealand, which retains authority over the territory's external affairs — a quirk that makes "Tokelau" coinage technically valid legal tender for a population of roughly 1,500 people spread across three atolls with no permanent currency infrastructure of their own. These coins never circulate.
