The Cook Islands has issued novelty silver rounds under its own authority since the 1970s, a arrangement made possible by its status as a self-governing territory in free association with New Zealand — it controls its own currency but relies heavily on collector and bullion markets rather than domestic circulation for revenue. By 2018, the Cook Islands mint program had become a vehicle for themed wildlife series aimed squarely at the international bullion-collector market, with the tree frog issue falling into that category.
