Cook Islands has issued novelty silver with embedded Swarovski crystals since the mid-2000s, a category driven entirely by the collector gift market rather than any monetary or commemorative obligation. These pieces are produced under licensing arrangements between the issuing authority and the Austrian crystal manufacturer, with the Cook Islands government collecting seigniorage on coins that will never see a transaction.
