Part of a broader numismatic export series produced for the Solomon Islands by European minting houses — in this case almost certainly the St. Petersburg Mint — these pieces carry a Cook Islands or Solomon Islands denomination as a legal convenience while targeting the collector market entirely. The Solomon Islands has no meaningful connection to the subject matter; the issuing authority is essentially licensing its name.
The St. Petersburg Mint resumed aggressive international commemorative production after 2010, supplying dozens of small-nation issuers simultaneously.
