Cook Islands has issued commemorative silver dollars under licensing arrangements since the 1970s, functioning essentially as a revenue vehicle rather than a domestic currency — these coins never circulate on the islands themselves. The Rocky Mountain Elk series falls squarely within that tradition, produced for the collector market by a contracted mint rather than by any Cook Islands monetary authority.
The Rocky Mountain elk population, nearly wiped out across much of its historic eastern range by the early 20th century, was the subject of one of the first major wildlife reintroduction programs in North American conservation history.
