Solomon Islands has issued commemorative silver in volume for decades, functioning essentially as a licensing vehicle for international mint programs targeting collector markets in Asia and Europe. This koi-themed piece fits squarely in that commercial tradition — the issuing authority provides legal tender status, a mint elsewhere does the work, and the market is collectors, not islanders.
