Part of Cook Islands' long-running program of commemorative silver issues produced under license by overseas minting houses — in this case almost certainly the Kremlin Moscow piece from the "Great Cities of the World" or similar themed series marketed primarily to European collectors. Cook Islands has no mint of its own and exercises its rights as a Commonwealth realm to authorize coins struck and distributed entirely outside the Pacific.
Moscow's inclusion in such series reflects its post-Soviet rehabilitation as a prestige destination in Western popular culture during the 2000s.
