The Cook Islands has issued commemorative silver under its own authority since 1972, despite having no independent central bank — New Zealand dollars circulate in practice, making these large-format issues purely numismatic from inception. The Magnificent Peony belongs to a wave of Chinese-market florals produced in the mid-2000s, when Pacific island jurisdictions competed aggressively for that collector demographic.

At five troy ounces, the planchet was sourced and struck by external minting contractors, almost certainly in Europe — the Cook Islands has never operated its own mint facility.
