Obverse description At center, a raised inner medallion bears the right-facing effigy of Queen Elizabeth II, wearing a tiara and draped in robes, after the Ian Rank-Broadley portrait, with the legend 'ELIZABETH II' to the left and 'FIVE DOLLARS' to the right along the upper arc of the medallion. Below the effigy, the inscriptions 'NIUE', '2021', and 'Ag999' appear in the exergue area of the medallion. The broad outer field of the coin features a finely detailed antiqued relief depiction of a coiling Chinese dragon amid stylized clouds and swirling motifs, rendered in a deeply contrasted matte finish. Decorative Chinese endless-knot (pan chang) ornaments flank the inner medallion. The entire composition is framed by a geometric border with traditional Chinese fretwork design elements.

Reverse description The reverse presents a dramatic full-figure depiction of Liu Bei (劉備), the warlord and founder of Shu Han during China's Three Kingdoms period, rendered in dynamic low relief with selective color application. Liu Bei is shown in three-quarter stance, clad in elaborate antiqued silver armor with flowing dark hair, wielding a straight double-edged sword (jian) diagonally across the field. A vividly colored blue-green dragon coils around the figure, its head rendered in striking polychrome enamel tones and positioned to the left. The inscriptions 'Liu Bei' in Latin script and '劉備' in Chinese characters appear in the left field. The outer border features traditional Chinese geometric lattice patterning framing the entire composition.
