Cook Islands issued a wave of commemorative copper-nickel five-dollar pieces in the late 1980s and early 1990s, largely targeting the collector market rather than domestic circulation — the islands' actual monetary needs were met by New Zealand currency used alongside these issues. KM#228 is one of dozens of types from this period, produced under licensing arrangements that gave foreign mints and marketing firms considerable latitude over subject matter.
