Nauru's authority to issue coinage derives from its status as an independent republic, though the island's economy has lurched through boom and bust cycles tied almost entirely to phosphate extraction — a resource that was largely exhausted by the early 2000s. The Bank of Nauru itself suspended operations in 2002 amid a broader financial collapse. That a coin bearing Kaiser Wilhelm II was issued under its nominal authority six years later reflects how thoroughly Nauru's "coinage" program had become a vehicle for the international collector market rather than any functioning domestic monetary system.

Wilhelm II's connection to Nauru is genuine: the island was a German protectorate from 1888 until Australian forces seized it in 1914.
