Cook Islands issued a substantial run of commemorative silver dollars throughout the 2000s under licensing arrangements that had little to do with the islands' domestic economy — most were designed, struck, and distributed entirely by external minting firms for the collector market. International Women's Day itself was established by the Second International in Copenhagen in 1910, formalized through Soviet promotion in the early twentieth century, and not recognized as an official UN observance until 1977.
