P#CS1 is a commemorative souvenir issue, not a circulating banknote — it was never intended as legal tender and does not appear in the standard Pick sequence for Belize. The hybrid construction, paper bonded with gold foil, was a novelty format used to mark a specific occasion rather than serve any monetary function. These were sold as collectibles, which means condition varies wildly depending on how individual buyers stored them over the decades.
Belize gained independence from British Honduras in 1981, and early commemorative issues frequently emphasized the constitutional monarchy connection. The Central Bank was established only in 1982, making this a very early piece of output from that institution.
