Niue has functioned as a vehicle for New Zealand-administered commemorative coinage since the 1990s, its name appearing on collector issues with no meaningful connection to the designs themselves. The hawksbill turtle series belongs to a crowded field of Pacific island-issued silver bullion rounds dressed as legal tender — the $5 face value is nominal against the silver content, and these were never intended to circulate on an island of fewer than 2,000 people.
