Cook Islands has functioned since the 1970s as a de facto numismatic issuing vehicle for foreign mints seeking a sovereign imprimatur without the overhead of a national mint. The actual striking was handled by external private minting operations, with Cook Islands providing little more than legal tender status on paper.
