Niue's early commemorative program in the late 1980s and early 1990s leaned heavily on American presidential subjects, a calculated move by the island's government to generate collector revenue — Niue having adopted the New Zealand dollar as legal tender with virtually no domestic coin-using economy to speak of. Roosevelt was a logical choice: the same portrait had appeared on the U.S. dime since 1946, making him one of the most recognized faces in circulation worldwide.

KM#35 was struck for the collector market and saw no meaningful circulation.
