Niue has operated as a prolific licensing hub for commemorative silver since the 1990s, contracting its monetary authority to third-party mints producing themed issues that never circulate on the island's roughly 1,500-person population. The arrangement is entirely legal under New Zealand's currency framework, which underwrites Niuean monetary affairs.
