| Obverse description | The crowned arms of Niue are displayed centrally on a quartered shield, featuring four stars at upper left, a figure with scales at upper right, a standing figure at lower right, and a sailing vessel with crossed implements at lower left. The shield is surmounted by a royal crown and flanked on either side by sprigs of silver fern, rendered in fine detail against a polished field. The country name NIUE appears in the left field and the date 1990 in the right field, both in raised Latin lettering arching along the coin's periphery. |

Niue's commemorative program in the late 1980s and early 1990s was essentially a licensing operation — the island's government generated revenue by authorizing foreign minting houses to produce coins under Niue's sovereignty for international collector markets. This Eisenhower piece had no circulation purpose whatsoever on the island.
Eisenhower died in March 1969, the same year his own dollar coin entered production in the United States — a series he never lived to see struck.
