The "Director" belongs to Cook Islands' long-running series of themed silver issues produced under license arrangements with European minting houses — primarily B.H. Mayer's Kunstprägeanstalt in Germany and the Mint of Poland. Cook Islands has been one of the most prolific issuers of such licensed commemorative coinage since the 1990s, with the nominal face value bearing no relationship to actual circulation; none of these pieces ever enter commerce on the islands themselves.
