Tokelau has become a favored issuing territory for the New Zealand Mint's commemorative program precisely because its status as a non-self-governing territory under New Zealand administration allows flexible licensing arrangements unavailable to sovereign mints. Diana's likeness remains under rights management decades after her 1997 death, and the commercial commemorative market for her image shows no sign of contraction.
