Tokelau's numismatic program is administered by New Zealand on behalf of the territory and has been used since the 2010s to generate government revenue — a practical necessity for an atoll nation with no agricultural exports, no airport, and a population under 1,500. The "Coffee" issue belongs to a broader series of themed collector coins that have little to do with Tokelau's daily life or history, produced primarily for the international bullion and novelty collector market.
