The "Circles of Life" belongs to a category of Cook Islands collector issues that exist almost entirely outside circulation — struck under the Cook Islands monetary agreement with New Zealand, which allows the territory to issue legal tender coinage without any expectation that the pieces will ever be spent. The arrangement has made Cook Islands one of the most prolific issuing authorities in the modern bullion and novelty commemorative market, with dozens of themed series released annually through licensed distributors.
