Pobjoy Mint, operating independently from Beaumont Road in Surrey, has long held territorial minting contracts for smaller jurisdictions — this piece almost certainly falls under one of those arrangements rather than any direct Commonwealth commission. The gilded wing detail is applied post-strike, a finishing step Pobjoy has used commercially since at least the 1990s to differentiate collector issues in a crowded commemorative market.
