Tokelau's coin program is administered entirely through New Zealand, which holds administrative responsibility for the three atolls. The territory has no indigenous minting capacity and issues collector coins purely as a revenue source — a practice common among Pacific microstates since the 1970s. This zodiac series, of which Capricorn is one installment, was produced by the New Zealand Mint on behalf of the Tokelau government.
