Tokelau's coinage program is administered through New Zealand, which holds responsibility for the territory's foreign affairs and defence — the islands themselves have no mint, no indigenous currency history, and a population of roughly 1,500 spread across three atolls. The "Apostle" series to which this piece belongs was produced primarily for the collector market, with Tokelau's issuing authority functioning essentially as a licensing arrangement for a thematic bullion program.

James the Greater, one of the twelve, was martyred under Herod Agrippa I around 44 AD — the first of the apostles to be executed, according to Acts 12.
