The Perth Mint's gold kangaroo bullion series has carried a legal tender face value since 1989, a largely nominal figure that satisfies Australian coinage law while bearing no relation to the coin's actual gold content value. By 1999, the series had already cycled through several annual design changes — a deliberate policy to discourage melting by making each year's issue collectible in its own right. The fourth portrait of Elizabeth II, by Ian Rank-Broadley, had only been introduced to Australian coinage in 1998, making this among the earliest Perth Mint bullion issues to carry it.
