Issued to mark the conclusion of the International Year of Volunteers, which Australia had supported with unusual institutional energy — the federal government established a dedicated volunteer support unit within the Department of Family and Community Services specifically in response to the UN-declared year. The Royal Australian Mint produced this as part of a broader commemorative push during 2003 that wound down the themed volunteer series.

The fourth portrait of Elizabeth II, by Ian Rank-Broadley, had been adopted by the RAM in 1999 and appears here in one of its earlier commemorative applications on a fine silver five-dollar issue.
