Issued to mark the Commonwealth Heads of Government Meeting held in Harare in 1991 — no. Christchurch hosted CHOGM in 1995, and New Zealand marked the occasion with this proof issue. The meeting was notable for intensifying debate over Nigeria's suspension following the execution of Ken Saro-Wiwa and eight other Ogoni activists in November of that year, making it one of the more politically charged CHOGM gatherings of the decade.
