Fiji's 1991 series marked a transitional moment for the Reserve Bank — the country had briefly become a republic following the 1987 coups led by Sitiveni Rabuka, but reversed course and rejoined the Commonwealth in 1997. This note was printed while Fiji's constitutional status remained unsettled, yet Elizabeth II's portrait was retained throughout, an unusual continuity given that republican status technically severed the Crown relationship.

De La Rue's London production for Pacific island currencies during this period relied on a relatively sparse security specification by contemporary standards — the single watermark being the primary counterfeit deterrent on P#91.
