Cook Islands ran an extended series of backdated commemoratives in the early 2000s, assigning historical sporting events to issue years well after the fact — this piece, dated to reference the 1974 FIFA World Cup held in West Germany, was struck nearly three decades after the tournament itself. The 1974 competition was the first to use the current FIFA World Cup trophy, the Adidas Telstar ball had already become iconic, and host nation West Germany defeated the Netherlands 2–1 in the final at Munich's Olympiastadion.
The .925 silver specification places it firmly in the collector-issue category, with no plausible circulation purpose.
