The Marshall Islands began issuing commemorative coinage in the late 1980s following the Compact of Free Association with the United States, which came into force in 1986 and gave the islands self-governance while retaining close financial and defense ties with Washington. Eisenhower was a natural subject for this series given that U.S. nuclear testing at Bikini and Enewetak atolls — events that displaced entire island communities — occurred during his presidency.
KM#38 is one of several pieces in the Marshall Islands' extended commemorative program of this period, struck in quantity for the collector market rather than circulation.
