Obverse description The obverse features a detailed high-relief depiction of the dome of the United States Capitol Building, centered in the field and rendered with fine architectural precision. The torch-bearing Statue of Freedom is visible atop the dome. The legend LIBERTY curves along the upper periphery in large incuse letters, while the motto IN GOD WE TRUST appears in two lines to the left of the dome. The commemorative date range 1789-1989 is inscribed along the lower field, and the West Point mintmark W appears to the lower right of the dome.
