Liberia's early 2000s collector coin program was prolific to the point of absurdity — the country issued hundreds of themed silver dollars and multi-dollar pieces through foreign minting and marketing operations, most with no domestic circulation whatsoever. These were produced primarily for the European and American collector novelty market, with Liberia's government lending its issuing authority in exchange for licensing revenue.
