Niue's arrangement with the New Zealand Mint has made the island one of the most prolific issuers of licensed numismatic gold in the Pacific, trading on its constitutional association with New Zealand to produce legal tender with no meaningful circulation intention. The Moomin characters, created by Finnish author and illustrator Tove Jansson, first appeared in a 1945 novel and have sustained continuous commercial licensing across dozens of product categories for eight decades.
