Niue has functioned as a licensing vehicle for commemorative bullion since the 1990s, with the New Zealand government administering its currency arrangements under the Niue Act 1966. The island's own population has never exceeded 2,000, making its prolific coin program entirely export-driven — these pieces are struck by external mints and never circulate on the island itself.
The Samson issue is part of a Biblical figures series. Charles III's accession in September 2022 made him the first new effigy to appear on Niue's commemorative output in over seventy years of the modern program.
